Resource for Iran

I have a friend who has a family member with a quadriplegic level SCI in Iran. He has a bad time finding anyone in Iran who knows much about SCI, and has sought health care in the past in Germany (where he had his rehab). He has a lot of problems with neuropathic pain, and I have pretty much exhausted my suggestions of meds for him to try. He is interested in trying TENS, but can find no one in Iran who knows about this or can provide him with either a unit or an evaluation with TENS.

They are willing to travel outside of Iran, and would prefer Europe vs. the Western Hemisphere if possible. Obviously Israel is out of the question. Can any of the Europeans on this board suggest a good clinic or physician in Western Europe for neuropathic pain/SCI management?
