It depends on whether you're interested in learning the underlying process of how to build a website. If you are, I'd suggest learning HTML, then CSS, and then Javascript or a server side language like PHP. There are plenty of tutorials out there on the web for beginners.
But if you're just interested in having a website without having to deal with any of the technical stuff, a prebuilt content management system such as Wordpress, as others have mentioned, is the way to go. |

Also just about every place that offers website hosting also provides a website creator that makes constructing a basic site very easy to do. It can be as easy or as difficult as you want it to be depending on the complexity and features you want your site to have.

As most have pointed out, there are a lot of options. If it's your first time and you just want to get something up fast, I highly recommend googlesites.
If you have microsoft office, go ahead and use publisher. If you go this route, you're going to need online storage space and a "file transferer". The space will most likely cost you (unless you are a college student - they usually will give you free space), while there are lots of free options for the secure file transfer protocol.

Really, it depends on what you want to do. Is it for business or pleasure? Like Paulsen said if you just want to have a presence on the web to get your opinion out there – WordPress is a great way to start. If a business, then it gets a little bit more dicey.
Computer smarts doesn't have a whole lot to do with it because you can ramp up on that fairly easy once you know exactly what you want. Maybe the first step might be to decide "I want to sell fuzzy slippers with New England Patriots logos on them to Eskimos" or "I want a site with a message forum and the blog so I can get out the vote in 2012". I don't think there's much point learning complex website programming codes anymore, It's worth using wordpress on a self-hosted blog. It doesn't have to be a 'blog' it can be any kind of a website but it means you can create a really professional website without having to spend 1-2 years learning lots of HTML/CSS/PHP - I personally have just been learning as I go along and now I find i'm pretty competent at HTML and somewhat at CSS

Starting a website is not at all difficult.. If you follow the guidelines properly for creating a website than you can easily get success... There seem to be some real cracks here. Maybe you can help me?
I take some website-lessons for a while now and our teacher gave us the exercise to find out what kind of programming this site is: Secret Society and how to rebuild it in the easiest way. I thought it was Flash, but my classmate thinks it's not. What do you think? And how can I find out, if a site is flash or not? I am just a beginner and have to learn sooo much
