Adjusting foot rest height on Tilite ZRA?

Just got a ZRA, it does not have a instruction manual as I bought it used of ebay. Can someone please tell me how the height is changed on the footrest? I don't see any allen head screws on the slider but it does look like it is adjustable. Looks like maybe there is a special tool required? Hopefully not? I need to raise the footrest a little as the guy who owned this chair before me must have had longer legs, otherwise it seems to fit me perfectly.

Isn't there a clamp to at the bottom of the downtube

Nope, no clamp, however I just looked at it with my reading glasses on (getting old) and I do notice there is one allen head screw on the bottom of the plate where the footrest tube goes in on either side, I guess tomorrow (today, lol) I'll looses those screws and see if the footrest moves up a little and then tighten them. Different adjustment type than what I'm use to.

that should do it. I used a rubber mallet ("dead-blow") to whack mine a couple times. If it doesn't move you may have to loosen the rear-wheel axle attachment to allow the frame to flex - I believe the manual states to do so.

If it's like my chair you need to loosen the allen screws, leave allen wrench connected to the screw and hit the allen wrench upward to pop the locking spacer inside. Once it's up you can move the foot rests. Once you have the footrest set, screw the allen wrench bolts tight and it is set.
