The name of the boy, Gavyn, is not complete (we cant see all the printed details on the xray), maybe that number has nothing to do with the date. Possibly "2009" are the first four digits to some ID or administrative number that is not complete in the view we see. Just another take on it.

Since Gavyn is 3 years old, it's probably his birth date.

I hope I'm wrong, but it looks like a scam to me.
Couldn't find any news articles about the boy.
