    Guess it all matters the complexity of your site, your technical aptitude, and how much your time is worth to you. No matter what, whether you redo the site yourself or have a web designer rebuild it for you, I’d suggest going with a content management system like WordPress, Drupal, Joomla, etc. that completely separates the content of the site (i.e. what you write) from how it looks. That way you can easily login to your site and make changes with a simple textbased editor and never need to call your webmaster for those minor changes.

    If you’re going to do it yourself, I’d probably suggest going the WordPress route on a self-hosted domain using a premium (paid for) template that has all the features you need. I often build up websites starting with a template I purchase at for around $40-50. Look through the templates (I often sort by the ones that were purchased the mouse) and purchase the one that has the look, feel, features you’re after and then it’s normally much easier to build it up from there.
