    Legislation would create regenerative disease research institute

    The state Assembly has approved legislation creating a New York State Institute for Stem Cell Research and Regenerative Medicine.

    The measure appropriates $300 million from the state's Health Care Reform Act over the next two years to foster research into chronic regenerative diseases.

    State Assembly Speaker Sheldon Silver said it would normally be up to the federal government to fund the bulk of a medical advance such as stem cell research. But he said the Bush administration has been reluctant to do so, largely because of concerns that embryonic cells would be used for research.

    The Assembly bill would ban human cloning, with violations bringing a felony criminal charge and civil penalties of up to $1 million.

    Advocates of the potential health benefits of stem cell research say the state has been losing ground to other states such as California and New Jersey in the field

    It's great that a few states are making progress! Now only if the others would follow suit.
