Yes, Web Monkey is great PN, I really like it and also www.bellsnwhistles.com has a lot of resources and great links for HTML, etc. to learn from! I love that page!!!!!

Additionally, in the beginning of web page building I took the Web Pages Made Easy class for free at Barnes and Noble University.

    Good luck learning!

Here are the other classes offered too-, kinda fun!

Great resource! Learn to build web sites correctly. Utilize (X)HTML and CSS correctly to make your life easier and the end-users experience more enjoyable.

A free online degree/certificate will not get you a job. What will get you jobs is an online portfolio that illustrates your creativity and skill level. Many of the resources listed above will teach you much more than any free online degree/certificate course. Teach yourself and build a portfolio.

Don't focus on a degree/certificate. If you're insistent, try asking the same question (without the disability twist because that does not matter and may exclude some from answering) at the Sitepoint forums.
    Good luck!
