They're not necessary. Only if you want insurance to cover it. You can buy all those supplies over the counter.

I think this is a BS excuse though. You can do much more horrific and dangerous stuff to your body legally. If somebody gets their jollies off by shoving a tube up their urethra, I say let them have at it... if people are really worried about what they might do slap a warning label on it.
Good question and one I've wondered about myself. In Taiwan no script was needed. Does the FDA fear we will poke an eye out? More likely it is another irrational rule for enriching doctors and supplier, though it may have begun with Medicare. It is a mystery.
I buy all my catheters and have never been asked for a script.
