    Ok, that makes more sense. I googled DOR related to taxes and all I could come up with was "department of revenue" which unless things have changed since I filed taxes last are the ones who take the money, not the ones who give it.

    In the USA, in some states it is DOR = Dept. of Rehabilitation, in others DVR = Dept. of Vocational Rehabilitation. In CA, they used the latter title for year, but recently changed it to DOR.
