Thanks for the clues. It's horribly written statement.
I have had periodic paralysis all my life. I lost my ability to walk in 2011 beginning with a spinal block, which was used for a hip fracture caused by periodic paralysis.

    The answer is true.
This has nothing to do with punctuation.

If the first sentence was a question then there should be a question mark. But there was a period, which makes it a statement. In which case, the first sentence should be two sentences not one, or at least a comma is missing. So the punctuation absolutely gives it away.

Right, its just statements. Besides the lack of a coma in the 1st sentence, the use of the word "also" doesnt make sense. Should be used to compare two of the same but its not.
