    is it required?

this is on the civil service papers of the announcements on my local city

PERSONNEL CHOSEN FOR MERIT AND FITNESS WITHOUT REGARD TO RACE, CREED, COLOR OR NATIONAL ORIGIN

shouldn't there be something @ disability? If so, where is the law written?

I wouldn't think so. You can't discriminate based on gender or sexual preference and that isn't in there. I don't think they are required to list all the things they won't discriminate against, they just can't do it in practice.

    There is wriggle room.

Here is an example from my state:
"WSDOT will not deny employment opportunities to an otherwise qualified individual with a disability because that individual requires reasonable accommodations to facilitate or continue employment, unless the accommodations would impose an undue hardship on the department. ..."
I have had periodic paralysis all my life. I lost my ability to walk in 2011 beginning with a spinal block, which was used for a hip fracture caused by periodic paralysis.
