If this is a true story, then I wish all the best for this little boy.
The name of the boy, Gavyn, is not complete (we cant see all the printed details on the xray), maybe that number has nothing to do with the date. Possibly "2009" are the first four digits to some ID or administrative number that is not complete in the view we see. Just another take on it.

    All the best,

Since Gavyn is 3 years old, it's probably his birth date.
Incomplete, SCI, T1-T8, w/ Arachnoid Cyst. Bilateral shoulder surgeries, 2 on the left, 3 on the right, right forearm surgery for a crushed radial nerve.

    Is this a scam?

I hope I'm wrong, but it looks like a scam to me.
Couldn't find any news articles about the boy.

I can assure you this is not a scam. Here is a news article about the accident.
