    I've never heard of the "No Camera" rule though I don't teach for the PADI organization.

    Depending on conditions I sometimes tell my students to leave their cameras behind on the very 1st dive...but that's only a precaution so they don't loose their cameras.

    Without Open Water Diver cert. you're limited to shallower depth and more instructor/dive master control/oversight. The camera thing is probably a precaution so an untrained diver is paying more attention to what's going on without the distraction for the diver or DM.

    I can't believe PADI has a specific rule. It is an instructors call. I know my students...Most are really good the water....but if someone is nervous or unsure, I don't want to task overload them. That's the only reason I would restrict a camera opportunity for them.
