As I've always understood it fluke and flounder hatch from the same (flounder) eggs. The migration of the eye to left or right determines which fish will develop. Right sided eyes develop into flounder while left sided develop into fluke. The name "fluke" refers to this fish being a fluke of nature. Fluke are sterile and lay no eggs. I've caught hundreds of fluke over the past 60 years and have never seen one with eggs or milt.
