I can't answer for clinical trials that have not yet started but most clinical trials have focused on patients who have spinal cord injury from trauma only and some have specifically excluded transected cords. However, this may not be true in the future. In any case, your exclusion would not be because the therapy does not work but because they want a uniform population to compare treatment effects on.
