Is there a way to get a file back after it has been deleted and the recycling bin has been emptied?

There are many data recovery programs that will undelete files that have been emptied from the Recycle Bin. My favorite is a freeware program called Restoration (http://www.snapfiles.com/get/restoration.html).

Use Data Recovery Wizard "Deleted Recovery" or "Advanced Recovery" function. I think it can solve this case easily.
