Does that happen when you scroll? It looks like your running a pretty old version of windows. 98 maybe? It could be your computer is swapping to free up memory and is causing some major computer lag.
Does it go away?

Does it go away? Only when i'm trying to view a page on the web!
I'm trying to paste the image here without having to have you guys click on a hyperlink attachment!

I had that symptom once and the cure (unfortunately) was to reinstall Windows. Windows installations get pretty gunked up (yes, that's a technical term) over the years and one of the results is not enough memory to properly refresh the screen.

I had this problem before, then i increased my RAM and then the problem was solved. Now its back again. Of course i've also added more programs to the hard drive. I'm almost sure this is the problem, whether its the RAM or the memory in the graphics card. Ohwell, everthing seems to tell me i need to upgrade my machine.:)

Try removinng things from your startup. These are things that automatically startup and run in the backiground. Things like msn, realplayer and other stuff. You can safely stop any of these type of programs. To see theses, hit "run" and type "msconfig" Click "startup" Look for any music programs, or other stuff you don't use. Again, you canNOT screw ur puter up. So give ita try.
Is this a CRT (monitor)?
Any time something weird starts happening with your computer you should back up your data.
