Dear Carl:
Thank you for writing to express your support of stem cell research. This is
an important issue, and one that I have considered very seriously. I strongly
support this work which has so much potential to cure disease and improve
quality of life. In the last Congress I was a cosponsor of S. 303, the "Human
Cloning Ban and Stem Cell Research Protection Act of 2003," introduced by
Senators Orrin Hatch (R-UT) and Dianne Feinstein (D-CA).
Stem cells provide one of the most exciting and potentially fruitful areas of
medical research today. They hold enormous potential for breakthroughs in the
fight against genetic diseases, cancer, arthritis, diabetes, and countless
other illnesses. They could also teach us much about human development, and
lead to safer, more humane ways to test pharmaceuticals. To cut off this
avenue of research, which could benefit so many, strikes me as irresponsible.
I want to emphasize that I absolutely oppose the practice of human reproductive
cloning, and I support enactment of a federal law banning this practice.
Creating duplicate human beings through cloning is immoral and unacceptable in
a civilized society. I support imposing criminal penalties and substantial
fines on any person or company that clones - or even attempts to clone - a
human being. I believe that S.303 strikes a reasonable balance by banning
reproductive cloning while protecting potentially lifesaving stem-cell
research, and I hope that the Senate will have the opportunity to consider a
similar bill during this Congress.
