The council will work to bring research technology from the laboratory to the marketplace, while bringing more research dollars to Texas' colleges and universities.

"The Council on Science and Biotechnology Development will explore ways to improve health care, agriculture and technology in Texas while creating jobs and ensuring that new discoveries, companies and industries come out of Texas schools, Texas laboratories and Texas minds," Gov. Rick Perry said in a statement.

The council's members are from science and technology, research, higher education and business sectors. Dr. Kern Wildenthal, president of The University of Texas Southwestern Medical Center at Dallas, also is on the council.

Rosenfeld, a hematologist, was instrumental in the establishment of a state-funded, umbilical cord blood bank in Texas.
