for some reason I have yet to discover the bulk of my regular mail is going into the junk mail folder
(I use outlook)

Outlook puts any non-Outlook email such as RFC conforming Internet email in junk.
The junk folder is the inbox and the inbox is spam.
Could turn off Outbreaks "spam filtering" and use your ISP's.
If this is confusing get Mozilla Seamonkey. It can be configured to do conforming Internet email and display MIME HTML alternative where required.
If you have a GNU/Linux/X.org/Gtk2 then sylpheed for speed.
