I finally have an appointment with one on the 17th and do not want to return to the internal medicine dr that I have seen a couple of times. Can a physiatrist do basically everything that an internal med dr can do, like prescribe meds for UTI and other basic ailments?

Yes, physiatrists are MDs (or sometimes DOs) just like internists, family practice physicians, neurologists, etc. How much of your non-SCI related health issues they will manage, and whether or not they practice primary care or not is an individual decision so you will need to discuss this with them. If they don't do primary care, they should be able to refer you to a good internist who does.
